三 | 种业是张家口的优势产业。“张家口分为坝上、坝下两个自然区域，四季分明，雨热同期，昼夜温差大，光能资源丰富，契合特色农作物的生长繁育需求。

四 | ”吴志勋介绍，该市马铃薯、谷子、鲜食玉米、燕麦育种水平全国领先，种业企业数量、规模、效益居全省前列。在张北县德胜村，连片的马铃薯微型薯繁育大棚铺展开来。“张北年产微型薯超21亿粒，总产量占据全国微型薯市场的一半。”吴志勋表示，该市将布局建设一批优质种子种苗繁育基地，以张北、沽源等县区为重点打造马铃薯优质种薯繁育基地，以康保、尚义等县区为重点打造燕麦、亚麻良种繁育基地。预计到2030年，该市将建成10个高标准育繁种基地、4个国家级种业基地。强化良种培育，关键在创新。

五 | 张家口初步建成以“市科创中心+坝上育种基地+坝下育种基地+海南南繁育种基地+测试中心”为主的现代种业研发体系，拥有国家级种业科研平台23个、省级科研平台34个。围绕张杂谷、马铃薯等10个特色种业，该市组建了10支种业创新团队，推行种子企业出题、科研人员答题的“揭榜挂帅”攻关模式，加快新品种选育、新技术推广应用。
